Why I was there for 2 years is my own mistake

If a certain previous "reviewer" will notice, this review is not done by someone anonymous or someone that is in Berkeley Height's back pocket. I have provided a user name, but not my real name as it is truly unnecessary for anyone else to know who I am.
This property was some what reasonable when I first moved in, which was at the end of February 2005.
The first weekend after I had moved my belongs into my 2 bedroom 1 bathroom (one of the few of that kind on the entire property), a rather steady drip which eventually turned into a steady stream of water began to fall from the ceiling. At the time, the office and maintenance staff were very easy to contact and a pleasure to work with. It took a couple of weeks to get it corrected as it was a multiple stage fix that was being completed. That was the last time that the staff was easy to work with in my stay.
A few of the other tenants that lived around me were less than considerate to the people that shared the same space with them. The neighbors across from my sliding glass door were beyond shifty, my sisters even thought that they appeared to be dealing drugs. They were causing all sorts of noise after the 10 PM quiet time, whether it be their loud music or the screaming, shouting and carrying on...again, after the 10 PM quiet time.
The neighbors upstairs, though I never really noticed that they were there when I first moved in, they eventually started to act as if there was no one below them. I could hear the lady of the house yelling at her kids, including calling her child stupid, while using profanity (even though that was their issue, they still have neighbors to consider). I could count the times on both hands each week as to how many loud crashes I heard hit the floor due to the carrying on of the unruly children. It truly sounded like they were harboring an elephant up there. But, when complained and asked to make light mention of it to the other tenants, they would not do anything unless it was a disturbance after the 10 PM quiet time. And don't let me forget to mention the drum set that was set up in the nearby garage that these same neighbors had set up.
In September of 2005, the property had scheduled to have the parking lot paved. It was set up as a multiple stage project, which was all fine. I made further arrangements to stay with my parents, as the parking would be very limited and I would most likely not be able to find a spot within the entire complex due to automobile relocation program that I must have missed the memo on. The top section of the property was completed, but the bottom portion (where I lived) was not completed due to the weather turning sour. Not their fault about the weather. They kept rescheduling it, which I continued to make arrangements elsewhere, but the weather kept turning south. Now, for those that aren't originally from the SEATTLE area....it RAINS quite often here, especially as we get into the Fall and Winter months. Clearly poor planning on their part. And as of my move out date in June of 2007, the parking lot paving project had yet to be completed.
Since the summer of 2005, the office staff had been a revolving door of people. I didn't know who actually worked there or who was just hanging out at the front door smoking (as I walked up to the office, one of the staff members was at the front door smoking).
The maintenance staff is a JOKE. I had a need to call the emergency pager because the water in my unit was no longer running. No one responded. It was an issue for the entire building, but a call back stating that they were rectifying the issue would have been nice. Then, my in unit washing machine decided to discontinue its functionality just after it filled up with water in the middle of a load of laundry. I called the pager and a "this number has been disconnected or is no longer in service" message was given. I followed it up with the office the next day, who felt the need to share with me that they had not payed the pager bill. CLASSY.
My final complaint was the action, or lack their of, in getting my malfunctioning refrigerator fixed and finally replaced. It took them 2 MONTHS to rectify that issue. It would have been much easier for me to go down the street to Kent Furniture & Appliance and buy one, but it 1) Wasn't my responsibility, 2) Against the terms of my lease and 3) NOT MY RESPONSIBILITY. So, I now have a fear of drinking milk as it was continually going sour on me well before the expiration date.
A good portion of my unhappiness with this property is my own doing because I didn't leave sooner (my plans of moving didn't finally come through until this last summer), but Berkeley Heights is a center of depression. Completely sucks the life out of you and I HIGHLY recommend others to SERIOUSLY take a good look at the property, multiple times at different times of the day and view multiple units (if possible) before making a final decision and signing the lease.

For starters I am not in Berkley Heights back pocket. I just so happen to have been in the apartment management industry for 25 years before starting a job in electrical engineering. This web site has always irritated me because it always contains complaints from people who don???t have a clue as to their rights as a rental resident in the State of Washington. To address your neighbors; if you suspected drug dealing by them did you call the Kent narcotics division? I would have called them and requested a canine unit do a knock and talk, if drugs are present the dog will alert giving the officers probable cause to search the premises, and you can remain anonymous.
With regards to your upstairs neighbors it almost sounds like there may have been some form of child neglect or abuse, again that???s a simple anonymous call to CPS. Did you submit a complaint in writing to the Manager to document your uncomfortable living conditions? If I was having these problems, after three written complaints I would have sent my written complaints to, and then called the management company???s corporate office. This would have yielded you immediate results to your problem.
I will begin to finish my reply by reminding you as I have many others, as a renter, the Washington State Landlord Tenant laws require that the resident submit all request for repairs or remedies in writing to the landlord or their representative, should the repairs NOT be remedied within 15 days, you have the right by law to have the repairs completed by an outside vendor and deduct the costs from your next due rent. Phone calls do not cut it in this State.
You could have bought a new refrigerator with your rent money, and had it delivered, and then handed the manager the invoice as your rent payment with a copy of your fifteen day old written request to have it repaired. Please check RCW Title 59 for an explanation of your rights and responsibilities as a rental resident in the State of Washington. I have included a link below for your convenience.
