I have problems with my neighbors upstairs- all hours of the day & night. I hardly stay in my apartment due to this noise and feel I shouldn't even pay rent. My dog is freaked by the noise and shakes and hides under the bed-that's ridiculous!
Also have problems with mold that appears on 2 different walls in the apt.

It just sounds like you have bad neighbors. That is just a part of living in an apartment complex. You shoudl talk to yoru neighbors. Or if you really have issues call and issue a noise complaint to the local authoraties so its on record and they can respond.
