Sub-meter billing for utilities (watersewer) leads to over-charges

Chelsea Apartments uses sub-meter billing for utilities. I did not live in my apartment the last 3 months of my lease, however I was still billed over 1500 gal./month for utility (sewer and water) usage during these 3 months. Chelsea Apartments automatically deducts these charges from your security deposit and refused to refund these overcharges. I wonder during my stay how much I was overbilled. You basically have no recourse since they take the money out of your security deposit without your approval. Place was fair but I was new to the area. The apartment was occassionally noisy depending on how heavy the people above you walk around or play the radio/tv. I would be cautious of the utility billing - and ask for access to meters to make sure they actually charge what you use.
