Drug users greeted me in the parking lot when my moving van appeared. Partying went on late into the evening outside my bedroom window, which faced the parking lot. Children were unsupervised in the common areas. Had to walk past the unmaintained dumpsters to get to the parking area. The on-site management was in disarray. I moved in and moved out three months laters. Inexpensive by downtown Kirkland standards, but there's a reason.
