My Husband and I moved into Cascade Pines in January of last year, and since the complex became Sancerre, it has been terrible. The current staff is very unhelpful and tends to be rude and dismissive. It takes several tries for them to begin to address any issues you have. Everything you have read about parking and management leaving new rules and notices on the doors is true. We were forced to move to a "renovated" unit, where our rent increased by several hundred dollars. They did offer one month free rent, but we spent half of that month living in the two units, as the "renovated" unit was not completed (no shower curtain rods, no rods in the closet, no heat/outlet covers, etc). It took several months and a letter to the parent management company in order for half of the list to get completed.

As for the renovations: they are cosmetic at best. The parking is nothing short of awful; they tend to enforce the rules when it suits them. The management even went so far as to illegally tow our car when we were gone for a 3-day weekend. Yes, they deducted the towing amount from next month's rent, but it never should have occurred, given that they have every resident's vehicle information on file. Other people have parked in our assigned spots countless times, and when you report it to the office they essentially shrug and don't do anything. Also, the staff is frequently not in the office during posted office hours, although that seems to be improving slightly.

The kitchen cabinets are laminate and do not hold up well. They eliminated two full cabinets of storage space in the kitchen, making them exposed 2-shelf units for decorations at best. The floors are faux wood, they installed new carpet that is of very poor quality and comes up in the corners (with or without pets' help), and they painted the fireplace bricks. If you decide to pay for accent wall paint, be prepared that it is expensive and they will only do one coat of paint - and not very well at that.

My husband and I have just moved out - and feel eminently grateful it's over. As of our lease, the penalty for breaking the lease is one month's rent. They are also raising rents; a 2 bedroom 2 bath on the 2nd floor will be approximately $1,285-$1,325, which is very overpriced for what you get.

I found that in order to get a response from the management as far as repairs or ongoing issues you either have to hound them for a lengthy period of time, or write a letter to the parent management company. The leasing manager on-site seems to have a healthy fear of her boss, and so she will respond once he's involved. You can find the parent management company by doing a little online research.

The bottom line is that I would not suggest living here. The neighborhood is not great, and given the lack of noise insullation between apartment units, the unhelpful staff, the parking issues, and price, I would not recommend these apartments.
