I am a current resident of Capitol City and I must say that it is terribly noisy. The walls are paper thin. I can hear the neighbors upstairs using the toilet and playing video games. There seem to be a lot of college age kids who like to invite loud friends over. People with dogs just moved in downstairs that won't stop barking. The maintenance people are good but because the walls are so thin everytime they move appliances around you can hear every single bang. If you have a baby you can forget about nap time.
