We lived here from 1997- 1999 with an infant daughter. We lived on the second floor and the apartment above us was rented to college students who never studied but had partied- ALL THE TIME, every night... We have talked to a manager many times about the noise, especially at night, and nothing has happened until the kids finally moved out at the end of the school year (and by that point, we lived there for about 3 months). At that time, the neighbors were nice, mainly lower income families and students @ EdCC...
The carpet was as old as the building (at that time over 30 years), dirty, so we have had to cover it with rugs
The worst part is when we moved out, the Manager told us that she had been in our appt many times and that she knew what kind of furniture we have had and we never invited her into our apartment!!! (she wanted us to pay for two chairs that we gave away to neighbors in the complex, stating that she had to pay extra for the chairs to be taken away)). I would not recommend it, unless it is a short term rental..
