unreasonable manager

Years at this apartment: 2001 - 2003
 
I move out this month. And was told by manager Rotisa that if no one live there, I can come back to check my mailbox. But seems they changed the manager who said it againt the law and did not give me a chance to see if my mail has been left.
I have lived there for 3 years. Finally I moved out the place.
My car got vadalism even insidet at the allocated parking space.
They have a safedoor, but always open.
