New laws regarding 3rd party billing in Seattle (i.e. water bills)

These laws don't apply to places outside Seattle but they will (hopefully) soon!!

http://www.seattle.gov/html/business/ThirdParty the Archstone properties seem to be doing this 3rd party billing scam... check out reviews for other Archstone properties... similar problems. I almost rented here until I started reading the reviews about this Archstone property!
This place shows visible mold (painted over) and has been poorly painted in the interior. The interiors are cheaply constructed with old appliances that barely work. The management has been less than honest with us, didn't divulge any information about the third-party water bills and mold problems. They also changed (no joke) the rent on us on a daily basis - our first quote over the phone for a 2 bedroom was $1050 and then it went to $1055, then $1060 and then $1095, then $1105 and finally $1150 within a period of less than 5 days for the SAME apartment. It became a running joke between my husband and I to learn what the apartment was going for "today"... incredible!
Oh and, p.s., the heated pool is "broken" and might not be fixed for awhile...
And City of Newcastle Police cars were sitting in the parking lot when we arrived for a tour of the apartments - in the middle of the day. Nice place... not!!

I worked at this community at the time you were a resident. The water billing information comes directly from the water company for the area. ISTA is company that compiles the data and then bills the resident. This information is in the lease agreement. A prospective resident is quoted the price for that day. Pricing fluctuates on a daily basis according to the market. I'm sorry the apartment you toured was not up to Archstone standards. It should not have been shown. The City of Newcastle Police Department staff stopped by ocassionally to inform us of any news in the area. They were very friendly with our staff. Like every story, there are two sides.
