First let me say everyone is entitled to his or her own opinion!
What I am about to say is fact. This complex was built in the '70s. The company that was building this complex went bankrupt, part way into it. A second company purchased and finished building it. Using low-grade materials. All the roofs are flat with pressed cardboard shingles. They leak during heavy rainfall. During the winter months the drains have a tendency to plug up causing the roofs too collect up to 3 ft. of water.
I moved into this complex in the early 90's. During this time I watched management move in drug dealers and drug users. Management did not enforce the rules or regulations. Tenants partied till all hours of the night. We had burglaries, assaults, domestic violence, breaking and entering, vandalism and car prowls. This continued through 1996 the first part of 1997. In 1997 we had a police shooting (public knowledge). As tenants we were getting tired of it. We complained to the owner who in turn brought in new management. The new management team enforced all rules and regulations. Dogs had to be on leashes, music had to be down by 10:00 p.m.. Things were looking up. The management team started a neighborhood watch. They themselves would walked the property at all hours of the day or night. They were courteous, friendly and respected us as tenants. We felt safe.
In December 1998 this complex sold again. To a third owner. Who moved drug dealers and drug users back in to the complex. They disbanded the neighborhood watch. Stopped enforcing the rules and regulations. The grounds were not maintained. They took the pool table out of the cabana. Took the playground equipment out, leaving our children with nothing to play on. The windows were single pane. We have black mold and mildew. To the point that health authorities were called. Vacancies were high occupancies low. One building was deemed unsafe. It could not be lived in. Tenants did not curb their animals or clean up after them. Management has started moving in big dogs, weighing in at 50 - 100 lbs.. Trash, needles littered the parking lot. The only good thing that came out of this was two buildings received new roofs.
In September 2003 this property was sold again. To a fourth owner. Who in turn installed new Windows, Doors, sliders and repainted. Management even enforced the rules and regulations. Drainage was installed without permits or inspected by the city, and drains into only God knows what. All the lighting in front of the buildings and attached to the buildings are connected to tenants apartments. Which they're paying for. The name was changed so as not to reflect the old image.
I moved out of this complex within the last month. Because the owner got rid of the management team. He hired a manager who does not enforce the rules or regulations. Does not enforce the leash law, does not walk properly or live on site. Is raising rents. In some instances as much as $100 dollars or more. Their reason for this is to bring their rent up, in line with all of the amenities that we get. Just like the other complexes. But the truth is that we have no pool table, no RecRoom, no computer room, no heated indoor pool, no microwaves, no washer and dryer hookups together (as in centrally located ) the washer hookup is in the entry closet and the dryer is in the second bedroom closet. Leaving you no closet space for jackets or anything else. No covered parking. The garbage just piles up. Because there's not enough dempster's. The work orders are not done in a timely manner as per ( R.C.W) of the landlord tenant act. The manager does not handle problems in a professional manner. We have gone through 9 managers in the last 10 years
(And now for my OPINION. You can take trailer trash-give it a bath and a new suite-but it is still trailer trash. In this case trailer trash draws trailer trash!!!)
