Turns out Mr.Whitney is stealing power from the tenants of the bottom floor 1 bedroom apartments. If the living room breaker is shut off from the breaker box, the two large lights on either end of the building that light the parking lot turn off. This would explain the $200 power bills these tenants are paying out of their own pockets.

As a resident of one of those apartments who powers the lights I can say that the owners more then make up for the electricity used by the lights with a $40 discount on rent. I also had a $200 electric bill when I moved in and got upset too.. then I took a closer look and realized that $140 was for a deposit. A $60 electric bill in winter WITH the lights running, yea I'll take that any day. When you add in the discounted rental rate, I had a $20 bill in the middle of winter because of the lights. These units with the lights are the best deal in the complex. Chances are the above poster forgot to check out what they were being charged for.
