We lived on the ground floor a herd of elephants lived above us, no one could keep the quiet. The upstairs people had dogs and cats, we got their fleas and had to have our apartment fumigated. Their kid continually threw junk, food, clothing off the balcony, staff made a feeble effort to stop it, but would not evict them. We moved out.

I had the same problem with my upstairs neighbors, but it was cigarette butts, lighters, and beer bottles. I don't think they even got a written warning, even though I called at least 5 times in 6 months. They were there before and after I left. This places caters to party animals and inconsiderate humans.
