N.C.H is pretty much a glorified ghetto in Pullman. I have lived here for 3 years now and have seen a least 5 different office managers. The grounds are disgusting, as all of the workers are the most white-trash people I have ever seen in my life and can't seem to wrap their pea sized minds around picking up garbage (although there is ONE guy that actually does stuff, he has dreadlocks and is always weed-eating). If something breaks or you need your locks replaced, you are better off doing it yourself because it took me nearly 5 weeks to get my mailbox changed, and when it happened, I had to go down to get the mailman and then back to the office to get someone to give me a lock for it. In the winter the parking is a nightmare. They don't ever plow or do any maintenance on stairs so its basically a death trap. The concrete buildings let in tons of heat in the summer and are ice boxes in the winter. Unfortunately this is the cheapest place to live in pullman. If you do rent here, make sure you get an upstairs apartment because its common for the lower ones to flood. Oh yeah, they like to randomly shutoff the water in the summer and for the following weeks it has dirt in it. YAY ;D
