I think it is necessary to give those readers looking at reviews of OCP some good information that will help them if they are considering these apartments for a home.
1. You will pay a very cheap deposit. Roughly around $150. However, you will get hit with such an outrageous move out bill you won't get any of it back.
2. OCP makes you pay for routine cleaning after move out and for painting prior to the new tenants moving in. Cleaning Charge - $105; Full Carpet Clean - $95; $85 for Partial to Full Paint throughout. And said it was because of damages. I can tell you we didn't make 1 dent in that apt the whole time we lived there. I outlined all of the damages in that apt. in the move in inspection. It was pretty bad and it took me 2 extra sheets of paper to write them all down. We also took pictures of the damage if it came to haunt us at move out. The cleaners were actually still cleaning the place when we showed up to move it. And we "Made" OCP ask for them to come back twice after that and it still wasn't clean after 2 more tries at it.
Now, if you read the WA state Landlord - Tenant Act. There is such a thing as what is considered "normal wear and tear". The Landlord should not charge tenants for cleanup considered normal wear and tear and that is what the cleaning and carpet cleaning is for. The carpets were NOT replaced but you always have the normal carpet use from walking, etc.
3. I asked the front office for a move out walk through when I turned in the move out notice and they said "Oh don't worry about it, the maintenance guys will take care of it after move out and we will send you your deposit back". They never got back to me about doing a move out walk through so I know for a fact we got billed for painting over damages we did not cause. So as far as I'm concerned, the apartment staff broke their half of the lease contract.
4. We also paid a pet deposit because we had dogs. Part of the carpet clean was use of a pet deoderize. Well, what is the pet deposit used for' Apt. collect a non refundable pet deposit to cover pet damages, and pet wear and tear, etc and to me that should easily cover a pet deoderize. By the way, our dogs were kept spot clean so there was no smell in the apt. Figured this is just something the apt could use to charge you.
5. Also, the apartment we lived in had mold in some of the lower corners in the wall. Mouse turds were also found in the outside storage closest. According to WA state law, the Landlord must provide a clean and habitable environment for tenants to live in. We also have digital pictures of the mold and mouse crap.
6. Our car was broken into during our stay and I lost count how many times the front office lost packages that were delivered to us by UPS or FedEx. We had to re-buy Christmas gift last year because of their stupidity. I don't want to forget the 1 instance where the office staff lost my rent check I put in the rent deposit box on the inside in the office' How in the hell do you lose a rent check'
7. One other word of warning. The girls up front will be so extra nice to you when you are looking to move in. But anytime after that, forget about it. You will encounter the equivalent of PMS every time you go in and ask for something or complain about an issue.
8. The final piece is that according to WA state law, the apt has at least 14 days to give you back your deposit or send you an itemized list of charges. You will get your list of charges (trust me, they won't find a way to give you your deposit back) dated the 14th of the month, but you won't actually receive it until after the 14th day. If you don't "receive" the list of charges within 14 days, the landlord is required to give you your deposit back.
9. Now, if you go into the front office and complain about a certain charge, etc, the will tell you "it's WA state law". When you go actually read the law, you won't find the first word about the issue you brought up. But apparently, OCP has a hard time following the law themselves.
Bottom line is you will pay an obscene amount in rent for a sub standard apartment complex. The front of the complex will be all nice and clean with beautiful flowers and signs to draw you in but the apartments themselves behind that nice scenery are not worth it. Do yourself a favor and look elsewhere. I have lived in 6 apt. complexes in my life and this was the first one ever where I didn't get my security deposit back. And I kept the OCP apartment just as clean and undamaged as any other ones I've lived in. Even paid for my own cleaner and carpet cleaner before the move out to make sure I got my deposit back and they charged me for their cleaning and carpet clean. Their folks didn't even have to do a thing!!! The whole thing is set up for them to make money off of you but not to follow the law or standard rental practices to take care of you while you are there.
Don't move here! Bottom line!

I used to work in the office. Everything in these bad ratings is 100% TRUE!!! My apartment wasn't cleaned properly, painted, there were stains on the carpet I was told don't worry it will get taken care of. I didn't have to pay a deposit because I was an employee and I wouldn't get charged for any of it. But if you move they retaliate!!! I was charged for everything I wrote on my walk thru. They replaced the carpet saying there was pet urine throughout the apartment. (completely untrue I had 6 people helping me move that can attest to the condition of the apartment being better then the day I moved in) The carpet replacement charge was an outrageous amount so I asked for a copy of all bills and got a response that there was a miscalculation and the true amount was less (hundreds of dollars less). My bill still ended up being $600 I could have gone to small claims and won after speaking to community action, but I figured it was better for me to never have to talk to those crazy ------- ever again! So for my own sanity I paid it! (Protect yourself review the Landlord tenant laws RCW's and call Wa State community action if you have questions)
I'll tell you how they lose rent checks... There are druggy (coke) alcoholics (anything they can get their hands on) working there that are more worried the next diet or diet pills they are going to take and about the men they are cheating on their husbands with, then they are about the place we called home!!!! NEVER move there!!!

Agreed. It's crazy how this place gets away with things. Can't stand this apartment complex and I think they are going down the hole... quickly... word spreads about how they treat tenants. There are so many empty apartments now, its ridiculous.
If you are a current resident, document with notes and pictures... take them to small claims court if you're up for it. Maybe not to get $$ out of it but at least to take them down for all the wrong things they do to tenants.
