Unethical management company

I believe the management company for Avalon ParcSquare is unethical for several reasons. First is that they raised my rent about 7.5% in a one-year period, this despite a 7% vacancy rate in the greater Seattle area and the fact that rents declined overall 0.5% from 2003-2004. However, they claim that they are charging market rates, and that their occupancy rate is 96%.
Secondly, and far more serious, upon moving out they sent me a Statement of Deposit Activity claiming I owed $861 in back rent. When I inquired about this (my rent to my knowledge was current), they said it was for 10 or 11 months of late rent fees. This was the first time I was ever informed that my rent was late, because I was proceeding on a verbal agreement with the leasing agent that rent was due on the 5th of the month (they claim it was due on the 3rd). My question to them as to why they never told me there was a problem with late rent payments, that they just let the late fees accrue without informing me - was met with the remark "you're right, we should have told you, but you still have to pay the fees." They did offer to reduce the fees by 45%, which I will not accept because they should have informed me there was a problem and that late fees were stacking up (I was not aware my rent was ever late). Either their accounting is incredibly sloppy, or they did this deliberately to collect many months of late fees. I was not a stranger - I was in the rental office several times per month and asked if everything was OK, but they never said there was a problem until I moved out.
