I lived here for 6 years. One problem was the neighbors shower was behind my living room wall. It was loud. Management would not remove the 'flow restricter' to make it quiet. Also a neighbor below me had a loud (base) stereo. Jumping up and down eventually got them to turn it down. Also, I was on the west side so I got sun untill 9PM all summer and more! I was swetting 1/2 the year and being on the top floor made it hotter! I had to buy an air conditioner. We DID have to run a Tenants Union for a year to prevent it becoming a slum with gangs and crime. We invited newspapers, city & county officials to meetings and for tours. This place was new and many agencies had invested in building it; so they were eager to keep it safe! It worked! The 26 year old manager was removed and, Sue, a nice but firm lady took over. She kicked out a lot of skum and fixed security issues. Since then it has been peacefull. Overall, I liked this place: close to everything, especially many bus lines which I depend on: some had nice views: it was quiet: and I made several friends.
