Management is only interested in renting, not service

While the apartment is quite nice, the management change that happened after I moved is bad. Apparently permission-to-enter for service requests means they can come in whenever they want to do the service request. When I complained, I got abuse. I was promised a rebate check in 1-2 weeks. It's been 3 weeks and no answers to repeated questions about where is it.
