Wish we never moved in!

This place is like Jekkyl and Hyde - during the daytime it appears pleasant and cheerful, but at night you better look out! I never feel safe around here at night. The property is poory lit, random people are always walking on the property, and supposedly there is a patrol car that drives around every night - but this is something I have NEVER seen.
Recently the property started undergoing a few general improvements - paving the property parking lots, rebuilding damaged decks, and painting the buildings. Normally this would be great, except the Manager has chosen to keep most of the details about the improvements to himself and when he does notify the residents, we only get a one or a two day notice before everything begins. This hardly gives us enough time to swallow the enormity of what is going on and make plans accordingly before it actually begins. I find it absurd to know that he has made all arrangements and plans and did not notify anyone else in the office. The maintenance team and the 2 ladies in the office are competant and reliable and should have been told all the information needed in regards to the property improvements. Witholding all the information makes the property look incredibly unorganized and makes employees feel worthless.
I was especially put out with the re-paving of the parking lot recently. When an entire section of the property is blocked off and you cannot drive up to your home, nor can you park in your garage, and you have to park off the property - it cannot be expressed how dangerous this is!! The Manager might've thought he was doing us a favor by talking with local businesses to allow us to park in their parking lots until the paving is complete - but it was poorly executed and dangerous. Exactly HOW were we to get in and out of our homes when we were not allowed to walk on the pavement at all'! My 60 year old father-in-law nearly fell several times while trying to get around all the taped off areas and to our home - this is NOT OKAY. The property would have had a major lawsuit on their hands if he HAD fallen!! In the letter, we were asked by the Manager to move our vehicles during the day from the church and the business parking lots so that they could resume their normal schedules - ok, fine. But, tell me, where am I supposed to put my vehicle when I still can't park on the property and I still can't park in my garage! This makes no sense..... and I'm not going to drive my car around aimlessly all day so that I can remove my car from their parking lots!!
Parking has been an issue since we moved in. We rarely get a spot near our home - even when we get home by 4pm we cannot find a parking spot nearby! That means that one of us is always walking from the far end of the property and it's not very safe because it's, again, poorly lit, and, again, no patrol car to be found. Why can't we get a spot you ask' Because residents park their cars and leave it in the same spot for 2...3... 4 weeks at a time. This is something that should be checked at least every couple of days - as it's against our lease to park for that long - but it's
not checked. So, we deal with it because the Manager doesn't want to take care of a valid complaint from a resident. It seems that the management should look at other sections of property to turn into more parking! There are many large sections of grass that could be turned into a few extra parking spots -- residents don't care about seeing huge sprawling lawns.... give us places to park our cars and we'll be happy!! Many residents have a tandem garage that's being used for storage or for working on cars instead of parking their cars inside. Again, the manager refuses to enforce this regulation and casts a blind eye to it so that he doesn't have to actually talk to someone and deal with a problem. The rest of us suffer because he hates confrontation.
The notices we get on our doors from the Manager always have an underlying "holier than thou" feeling and one has to wonder when it became okay to send out a formal letter to your residents using the word "Y'all" in the letter. The letters from the Manager are contradictory, arrogant, and they always ooze of self-righteousness. He is the worst manager I have ever had to deal with. He is never available in the office for discussions, and even if you do get in the office and he happens to be there - he will talk over you, and belittle you until you are so fed up you want to run away from him. The one discussion I had with him, I rarely got to speak because he was trying to prove a point to me and talk over me, and never once did he seem to be on my side and try to understand my position. He was already against me and completely defensive about the sitution. Respect, manners, and understanding are the 3 most basic traits of someone in a management position like his - and all of these seem to have escaped the current manager. This is not a huge property - we have lived in larger communities before. Somehow we managed to have a respectable relationship with our former manager even though it was 5 times the size of Montclair Heights. The Manager here seems to busy himself with everything but
keeping the tennants happy, and I would rather talk to the other 2 ladies in the office than him!
We recently had an issue with our neighbor in which I brought up our concerns in the form of a letter to the Manager. My complaint was replied to with another letter that merely told me the things he thought we wanted to hear. Basically he tried to just smooth over the situation without having to act on it. He did not do anything to correct the problem - he avoided it completely. He altogether ignored our complaints - complaints which were valid because our neighbor was in direct violation of our lease agreement and more importantly, was also causing a possible fire or fatality with their actions. Instead, the Manager chose to let us suffer through the situation. This is no way to treat your valued tennants. It's becoming apparent that the only valued tennants are the ones who don't complain, pay their rent on the 1st, and who tie up their trash when putting it in the dumpster. Everyone else is a nuisance.
Residents are allowed to let their pets outside without a leash on - something that is very dangerous for all citizens. But, again, the Manager does not say anything to the resident who is in violation of not only our apartment regulations, but city regulations as well! Many residents also don't pick up their doggy droppings, so the grassy areas around our homes are littered in poop. This is not fun to see, smell, or to step in! By choosing to ignore the situation hoping it goes away, the property looks unsightly and uncared for.
It's obvious to say that we are counting the days until our lease is up... we can't wait to get away from the arrogant Manager and the poop-colored buildings.
I would never recommend this place to anybody I cared about.
PS - I'm giving 5 stars on the Staff ratings only for the maintenance team and the two ladies in the office. The manager gets 0.
