Sounds like whoever responded to the complaints about the floorboards must be the one causing the problems. I was a resident there and moved out because of noisy building problems. People who live in apartments need to respect one another and be quiet as possible if they can be heard in the other unit. It is just common courtesy. If they can't handle themselves in with respect, they shouldn't live in an apartment. I know first hand that those apartments can be noisy because they were not built with concrete between the floors. If you care about quality and don't want to hear annoying creaks, don't monve there!
