nice apartments but landlord & management pay little attention and disregard law

Large apartments in a very convenient location. Finish varies greatly from one unit to another. No parking.
TRY TO FIND OUT WHO YOUR LANDLORD -- NOT JUST THE MANAGER -- WILL BE!
Landlords go out of their way to remain anonymous -- they are essentially just real estate investors. Building was sold in February, 2005 without legally-required notice to tenants.
Apartment maintenance is handled well, but the common areas are neglected -- seldom cleaned, marble stairs crumbling, front door handle missing, graffiti abatement takes weeks, landscaping installed early 2005 is not cared for.
Landlords took no action when apartment manager (from early 2005 until he "resigned" in October, 2005) entered apartments without legal notice. One resident stepped out of her bathroom to find third-party maintenance person in apartment (without any prior notice). Landlords added utility surcharge in retaliation for tenants organizing to discuss situation with threats and harassment from manager. Landlords changed cat policy from "get written permission" to "$250 fee per cat," also in retaliation. Same manager was found to have served five years in prison for kidnapping and attempted rape of a 15-year-old boy (see http://archives.seattletimes.nwsource.com/cgi-bin/texis.cgi for details). Even after finding this, they took weeks to act, let him resign, and wrote to tenants that they "wish him well."
