College Dorm from Hell !!!!!!!

Years at this apartment: 2002 - 2004
My worst apartment living experience ever. A large number of small, low-rent studio apartments inhabited by college kids with no experience of living away from home and don't give a crap about who they disturb with their late night parties, and stereos blaring all day long.
But, it gets worse. Plan on having no hot water several days every month. Plan on long waits for the elevators, there are usually one or two out of service, and can take months to get fixed. The health hazards are a concern, too. The tap water is brown. The building has a smell like something from a toxic waste dump. Safety is a concern also. Cars have been broken into in their "unsecure" parking lot, and entry doors that are supposed to lock shut are not very well maintained.
But, it gets worse still. "Management" (that's a term that doesn't really describe what they do) just announced plans to shut off all water, hot and cold, including toilets, for most of the day over the next two weeks, yet another attempt to deal with the water problems that have plagued this building for the last three or four years.
What makes this place so bad is that the "management" is so inept when it comes to keeping this apartment livable (heat/water/elevators/garbage disposal etc.), yet they think they are so great because they provide such resident-friendly ameneties as free ice-cream socials and free video-rentals. Message to management: Take care of the big stuff.
