Very poor management, very tight parking

BPA is 10 years old, which is middle of the road, compared to the other places on Capitol Hill. The rent is what you would expect from places with covered garage. Each apartment has its own washer and dryer but they are too small. Bathroom and kitchen fixtures are of poor quality. Parking spaces are very cramped.
First manager, who lived here for a long time, was fantastic. New ones (we already had a few changes since)' Baaaaad. Things have been going downhill. Why have a manager and office hours if she is never in and never picks up the phone' Repairs are followed up slowly. Garage and storage were broken into. You need a live-in manager or at least someone who is here every day to make sure everything runs smoothly.
The best thing about this place is the location. B&O cafe (packed often nightly) Glo's (possibly the best breakfast in Seattle), and a Starbucks are all within shouting distance. Yet it is not noisy at night despite a drunken babble every other week. Location wise, it is in a sweet spot.
I have softened this review a little bit after reading about other places in Seattle. Most places seem to share similar complaints.
