Apt Management is worse than the community

Years at this apartment: 2000 - 2002
I lived at the clocktower from 2000-2002. I don't know why everyone rating this is whining about the neighborhood. It is primarily Hispanic, so unless you have a problem with that... besides the fact that 75% of us --------- LIKE to hang out on our streets to visit and let our kids play.
I DO knw that when the original management team left in 2001, the complex itself took a turn for the worse. They raised the rents astrnomically- ($800.00 for a two bed to $1100) They fired the entire maintence staff, (all Mxicans) and hired some family friend to "help out".... Russian guy- never there. You'd call with a problem, they'd tell you 3 days. The new manager was a blatant racist, and very harrassing to the non-whites. She claimed that my best friend, and childcare provider was "not allowed on the property", because she was "violent". A 60+ year old MEXICAN woman, with a severe limp from Polio, ---- I guess that could be threatening to some.
When my lease was up, and I wanted to move, my requests for a walk-through were ignored, she never returned my calls for confirmation of my move out, she was unavailable for return of keys ... then 1 year later, the property management comes after me for over $1000.00 in "back rent", lease breaking, damages to the apartment.
all in all, I loved my apartment, I loved my neighborhood, I just couldn't deal with the snobbery and harrasing behaviour, as well as blatant racism. If you go check these places out, and somene with a 'british' style accnt is shwing the place. RUN. Unless your white, and don't mind waiting 3 days for your toilet/washer/sink to be repaired.
