The managers are sufficient, maintenance fixes things in a day or two. I was disappointed in the condition of my apartment on move-in (remember: renovated means MUCH nicer than non-renovated), but they fixed the major problems once we told them (new vinyl in kitchen, closet, and bathroom to fix holes, new screens in windows). The amenities for the price are very good: dishwasher, microwave, washer/dryer, disposal, balcony, fireplace (top floor only), and parking for only $15-$30 more. Parking spaces can be very difficult to get into, but they are reserved.
Water/sewer/garbage was about $55 total a month for two people. Rent went up about $30 a month at the end of the lease. They've been really good at getting packages when they come in, and it's fairly convenient to pick them up.

My main complaint with Clocktower is the noise from surrounding buildings...and some noise from within the building. There is a guy two floors down from me who coughs up his lungs every hour or so. The building isn't sound-insulated well, so it wakes us up even with the windows closed. Same for the car alarms in the lot for the building next door (the lot to the north of B building). Same for the crazy jazz-rap from the apartment next door. Thin walls, very poorly insulated windows. Lots of noise from loud people in the pool from the building next door. We're students, and the noise at night if you're trying to do homework can sometimes be really annoying.

The neighborhood is pretty sketchy, but it looks like it's slightly better than when we moved in; some new buildings and condos are appearing. Doesn't matter for us because we drive to work and back, so no walking around at night in the sketchiness.

Overall, I'd recommend the building. Our lease is up this month and we're going to stay month-to-month while we look around, but we may just move to another apartment in the complex, maybe something that doesn't face north (into our parking lot would be better than where we are).
