bad place to live

I sublet from a friend this summer and found the Copperfield to be a pretty bad apartment building.
I'm not sure how they get away with charging high rents for what they have to offer.
The bad:
Shoddy construction means you can hear your neighbor's toilet flushing, cupboards opening and shutting, faucet running, and more!
Inept management. The manager, S., is a snoop who receives packages in her office yet doesn't notify you when they arrive; gives 5 minutes' notice before coming over to show the apartment to prospective renters; is difficult to get hold of for maintenance requests.
The building is also nonresponsive to maintenance requests. Mold grows on the window frames and they don't seem to care.
And, as in the other reviews, the friend I was subletting from ended up getting back only about 1/4 of her deposit, despite having left the apartment in pretty good condition. Don't forget that Washington state law requires landlords to give you a written list of what they are using your security deposit for if they don't return it in full.
A car was stolen out of the "secured" under-building parking lot this past summer.
A lot of people have pets and don't clean up when the pets make messes in elevators/hallways.
One good thing: the manager was responsive when I called her to tell her that the downstairs neighbor had a nasty habit of banging HARD on the ceiling with something (broom' mop handle') at 3am.
