Tons of character, fun people, "bang for your buck" - 3 stars

Though the Downtowner is a low-income (HUD-controlled) apartment complex, it is clean, safe and friendly. Charming 9-story building from the 1920's. A 24-hour security monitor brings a sense of comfort, not to mention their elevator-only policy (stairs for emergencies) -- so it's near impossible to sneak into this complex. The building is rich with culture, welcoming people from all over the world -- it's in the International District, for starters. Just on the edge of Pioneer Square, main train/bus lines and Qwest Field, you're not far away from the great restaurants and waterfronts of Seattle. There's even a fantastic restaurant, the V-Garden, sharing the building on the ground floor! FedEx on the same block, USPS just a couple blocks down Jackson, plenty of stuff to do around there.

Studios and 1-bedroom apartments are available, many with amazing views of Puget Sound, Downtown, Pioneer Square and the bustling Chinatown. All utilities are included, as is a free parking space, on-site coin laundry, garbage chute, and cable TV/Internet-ready rooms. Studios go for about $400, 1-beds for about $500, although rent is based on income -- so you may pay even less. Security deposit of $150, $15 key deposit -- and yes, it's a pet-friendly building, but you'll have to pay $300 per fuzzy.

The Downtowner offers free insect and rodent spray services tuesdays and thursdays, as well as maintenance for your apartment and appliances. Smoke and fire alarms are well maintained, as is the cleanliness of the general premises. The managing office is in Monday through Friday from about 8 AM to 4 PM.

One drawback is a 10 PM curfew for all guests, for security purposes -- so everyone (except the tenant) must be out by then, not to return until 8 AM or later, unless they are OK'd by the manager for an overnight visit. There are quite a few folks "banned" from this building -- they're serious about keeping things safe and sound! The building is under control, which should bring plenty of comfort to anyone considering living there.

Overall a great place to live, and definitely a steal at the price! Don't pass it up if you're on a low budget, and need a place. It will surpass your expectations.
