No Sound Barrier Between Floors

At a normal speaking volume I hear downstairs neighbors' conversations. Upstairs neighbors have no regard for anyone when it comes to scraping chairs across the floor, pacing back and forth like horses with OCD and playing music with loud bass. There's no sound barrier to the outside either as old windows have quarter-inch gaps I reported at move-in but were never fixed. The place itself is nice as is the onsite manager, but there's no sound barrier. Should only be rented to the deaf.
