Utility (water/sewer) billing problems! Manager not helpful to residents under 16th flr.

My friends in the apartment building and I agree, the assistant manager is as helpful as she can be working under her manager. The building manager is a disaster to work with. She only caters to those who live up on the higher floors and pay a large sum of rent.
There are about 60 units with water meters that don't work correctly, so whether you're 1 person or 5 people, in a 2 br, 1 br, or studio, everyone that does not have a working meter pays about $70/month for water/sewer/trash. The utility company has a formula they use, so they come up with the amount of water you're supposed to be using, vs. actual use. This violates the contract with the apartment complex BTW. Problem was addressed in August 2007, and after the manager met with tenants, it is still an issue in February 2008.
When tenants moved in, they were guaranteed an exercize facility in July, and it wasn't up and running until October. (It is very small and overfilled when there are more than 4 people working out at one time) Same goes for high-speed internet on roof top. DO NOT EXPECT QUICK RESULTS (if any) with any requests or suggestions made to the apt. manager or the leasing guy.
Chairs/tables and BBQs were promised up on the roof, but that has yet to be seen.
The complex was cheaply made. Don't brush up against the walls. They were cheaply painted with one layer, and if you so run your glove covered hand against the wall, the paint turns color or rubs off. However, sound insulation is great. I don't hear neighbors ever.
If you are planning on moving in to M Street, GOOD LUCK getting any truth from the manager or the leasing guy.
