Not as bad as the other reviews suggest

So ok, it isn't a luxury building with a fitness room and theater or anything. It is older, and could use some renovations (my kitchen cabinets, for example, are tiny and kind of tilted). When I moved in, it didn't seem like there was intensive cleaning done, although they had painted. But so what' They have low move in costs, quick rental application turn around, and reasonable pet deposits. So I scrubbed the bathroom floor when I moved in... I was gonna do it eventually anyway.
Bottom line: If you are extremely fussy and need a nice shiny apartment in a stellar building, this isn't for you. If you like older buildings, don't mind being creative in sprucing up a place, are good at parallel parking and have pets, this building is fine. Not amazing, but just fine.
A few other things I've noticed only living here for a few months:
For the area, the rent is a touch high, but not over the top. The response time for any kind of maintenance issue in my experience is quick. The current building manager does actually do some building upkeep, including the courtyard area which is pretty nice. I have never seen a cockroach here as other reviews say. Maybe a spider or two, but then again, I live in a basement apartment. It is true there are homeless people around out on the streets and the alley near the building. We had an issue with one and his stuff was removed and it was taken care of. Parking is a flaming nightmare. God awful. A mess. Yuck. Some of the guys in the building do seem a tad bit.... shady... Some of the other neighbors are extremely friendly. At least in the basement, there doesn't seem to be any kind of thoughtful planning for things like closet space, storage, or electrical outlets. Already had a fuse blow once.

You mention pets... Do you have a cat? It may be why you have never seen a cockroach. I can't imagine that they would have been able to get rid of them without a total renovation. All the places I lived in or stayed at in Seattle that were built before 1960 had cockroaches. Only when I had a cat did they disappear!
I'm sad to hear that the homeless problem has made its way all the up the hill. And parking was a nightmare when I lived there 25 years ago. I lived in the corner apartment first floor (on the left as you enter the building.
The place had a lot of style and the rooms were painted in creative colors. The pocket doors were cool, the high ceilings, the Murphy bed!
Hopefully someone will renovate it someday because it has a lot of style and is convenient to everything.
