greedy upper management

Years at this apartment: 2006 - 2009
I lived in this community for over 3 years. My rent kept on increasing. The total rent including parking went up from $974 to $1115. My lease will end on June 30 and I had to move out on May 8. The apartment manager told me that they could waive the rent for June. I was happy to hear that and willing to pay the rent for the whole month of May. Then several days later the manager told me that the upper management refused to waive the rent for June. I had lived there for over 3 years and yet they refused to do me this simple little favor.
I lived there for over 3 years mainly because moving around would be too much of a hassle and the apartment was close to my company. This apartment is pretty expensive. On the outside the building looks OK but the room fixtures look cheap. The elevators are intolerably slow. My apartment was facing the street and the room and balcony collected dust very quickly. Because of dust, the balcony is basically unusable. There were lots of mosquitoes in front of the building gate. There were reported events of burglaries in the apartment building and garage. The resident above me made lots of noise. I complained to the management and got no response.
