I live next door to this property. The building is seriously mismanaged, and no one is accountable!!! The management company, Legacy Management Group, also manages another building one block north at 1722 19th ave (price arms apt) with even worst problems. That building has busted sewer pipes and keeps spilling all of its sewer into its back yard for about a month now, and they are not even cleaning it up. It also has a lot of unsupervised children and illegal activity on a daily basis. The Views, however, look nice from the outside, they also have cool split level floor plans, but the management is totally opposite. It feels as the manager tries to turn the Views into another Price Arms. Everything is neglected, there is no supervision or enforcement, and everything is dirty. The manager is unprofessional and rude. You'll actually be surprised that a new building in such a good location would be so messed up. Ever since she started working there, the problems started, and funky people started moving in. They also have the loudest black kids and mothers in the nation, the manager herself is also loud and acts as if she is in Rainier Beach selling drugs. Most tenants are obnoxious by now, and in cahoots with the manager. There could be some conflict of interest because of such an unusual number of bad tenants compared to most nearby properties. I don't know. She is definitely friends with a lot of crazy tenants and allows this craziness.
The Legacy Management Group is based in Everett and is currently investigated by the city of Seattle for code violations at Price Arms one block away.

Ian one of the original tenents and came here when the apartment first opened. The first person to live in my unit. I have never had any problems except that I hate our cable company. I feel that management does it's best to keep the property clean. Management should not have to go behind grown people and pick up after them. One example that I have is that people can spill things in the elevator and not clean it up. I find myself cleaning it up, not because management has not, but because it happens on weekends when they are off. Management does what it can to keep this place clean, but it can not do it alone the people who live here need to take some responsibility.
As far a the manager herself, I find her to be a nice person and have never had any trouble with her. I have lived in this area for 41 years since I was born, and do not plan on going anywhere. It really saddens me when black people live in a apartment that has been our area ( our home for years) that people feel that it's bad. The reason that I say black people is because the above comment regarding Rainier Beach ( where a lot of black families live) is stating that it is a bad apartment. Anywhere you live you have bad apples, you have the same problems in Bellevue, Redmond, across the water. It is not property managements (Legacy) or the mamagers fault, if people act a fool. I love it here, I have a awesome view.
For those reading this thinking that I am just another poor person living here just because it's what I can afford. I am a educated person, with a very good job and pay a pretty penny to live here, and again I love it.

Legacy Management Group on Bainbridge Island. The building in which I live, and the one immediately opposite contain 24 apartments. Since construction commenced more than six months ago, one tenant remains in a nursing home from stroke, one was critically injured on the construction site, one single mother and amputee lost her medical benefits in the confusion, one single mother had a psychotic break, one tenant died, one tenant was removed by ambulance multiple times for heart attack, one remains too unwell to return to her apartment of nine years, and one worker fell through the floor of the bathroom a tenant requested repaired over five years.
These are the incidents of which I am aware. I have not performed a statistically valid survey of all tenants in both buildings. I do not know of one tenant whose apartment was returned to them “safe and habitable”.
This is a symptom of the type of oversight we provide for our public housing in Washington State, and our vulnerable occupants. It is said, “Island Terrace Apartments on Bainbridge Island are among the best of Washington State”. This is a sad indictment. If you can afford it, which many people living below the poverty level cannot, stay away from any building "managed" by Legacy Management Group.
