Horrible Company - inept staff

I never actually managed to move into my apartment in this complex. I had just signed the paperwork when the (brand spankin' new) manager said "Oh yea, that apartment does seem to have an issue with bugs, so let us know if you see any." I assured him that I would check it out but that I was unsure if I still wanted the apartment. Nevertheless, I handed him my check (for last months rent, nonrefundable 200 fee, and pet deposit) and got the keys. When I opened the door I found a bunch of empty fogger cans, a couple of taco bell cups, and an empty box from a 12 pak of Mello Yello on the floor of the apartment. I picked them up and made a note to tell the manager. I also immediately completed the condition report the problems/solutions proposed by management were as follows:
1. The windows have no screens - not a single window had a screen and I had paid a pet deposit to have an indoor only cat: suggested that I go to Lowe's and purchase a screen that is the correct size for each window and take it out of my rent the next month. -- yeah right
2. The freezer had a slot for a shelf, but no shelf: The fridge didn't come with a shelf, but we'll see if we can find one. Those models have the slots, but not the shelves. (Note: I was paying for an apartment with new appliances)
3. I opened the closet door and encountered my first (of many) bugs: Well, we just fired our extermination company because they weren't doing their job. We should have the program in place by the end of next week and the bugs should be gone by the end of next month. (Yeah right! I had to live two months with bugs? Try again!)
Those were the big problems. I also had to lubricate the windowsills, and the AC that they advertise is a wall unit mounted in a hole in the wall in one bedroom or the living room that cannot be turned above medium or it will frost over.
The worst part of all of this is that my first month was supposed to be free, which is why I did not pay first months rent. When I decided to move out after a week because of all the problems, I left the place cleaner than I found it (literally) and stopped payment on my deposit checks. They asked me to let the checks clear and then they would issue a refund. I refused and stopped payment anyway. I am still fighting collections with them on it, and this was seven months ago.
DO NOT RENT FROM THESE PEOPLE!! They are slumlords.
