First off, the water bills run around $80/month and there's no way to challenge because the meters are run by a company in another state. As someone else mentioned, they are not regulated by Washington, either. Second, the walls are so thin you can hear the guy in the next apartment use the bathroom and hear every word said in the next bedroom. Third, the children are out of control. They scream, run wild between the buildings where it echoes off the walls. The teenagers take over the playground at night to party loudly. The management explicitly gives permission to children to set up their skateboard ramps right in the middle of the parking lot.

When the economy was good, they raised the rent every chance they got "to bring them up to market rates". Now that it is bad, they have lowered rents to attract new tenants but still charge exorbitant (now way above market) rates to the existing tenants.

If you are a mature, quiet adult who wants a reasonably priced nice place to live, find someplace else.
