Generally good but going downhill

Years at this apartment: 1999 - 2003
It is a good building but the owner or sombody is too cheap to keep it up. The manager tries her best but maintenance is slow and shoddy. The grounds are a disaster area and getting worse. I'm afraid this good place may not be for much longer. Still good enough to recommend, but only for long term if things improve.
