bad water problems

The water is brown and presure is low. You can't drink the water you have to get water delivery service. The men who does mantaince is too old and huffs and puffs the whole time. Things are not fixed in satisfactory. I call it Patch and Run. Things promised to be replaced when I moved in were never done, it is going on 3 years now. Doors don't close all the way. Light plug-ins are loose. Vent system has bad smell to it. Old building - elevators are small and don't have room for large furniture.

When I worked there the water was an issue, basically if don't shower when a lot of other residents are you will be okay, not a great solution, but it is worth a try. I do know that the management company has worked very hard and had plans to do something about that issue. As far as the maintenance technician, he is a kind soul and tries very hard to do his very best. As we all know, you can only do so much with what you have available to you. Please keep in mind that you live in a building that is over 50 years old, this should be considered, not to mention that the former management did not do the best job of maintaining Vista as they did the buildings that they actually owned. Give it time, I am confident that the management company will do something great, they have done a lot for some of the other communities they manage, just give it time. Oh, and you really can't complain too much with views like that how can you be unhappy?

They replaced the water pipes, but it was still common to wait ten minutes for luke warm water, even at non-peak times.

Refusing to repair holes in bathroom ceilings for a year plus is "doing something great"? In 18 months, I will list the changes I have seen:
* water pipes
* no smoking sign on basement door
* installation of video cameras in basement (nice, but not for stated reason of "to see people who dump waste in laundry")
* "installation" of an exercise bike in laundry - Well, that's a charitable phrasing of "allowed a dumped, rusted, broken pedaled exercise bike to stay, and attached a note saying 'feel free to use for exercise'."
* "Do not fill more than two washing machines at once or drain will overflow and laundry flood". By my estimate, there are ~150 apartments in the complex - do we think "two at one time" (when there are six in the laundry) is acceptable?
"Oh, and you really can't complain too much with views like that how can you be unhappy?" - guess what, views are nice. But they don't affect my day to day life. When there is black mold in my bathroom due to the lack of ventilation, when above my toilet the roof is leaking (and given the layout of apartments, I /really/ don't want to guess where it's leaking from, when it is dropping on my head as I sit on the toilet at 2am), and the combination of that humidity and leaking is so bad the ceiling collapses, but management refuses to do anything about it because "they looked and couldn't see anything dripping", UNTIL a new tenant sees it and wants nothing to do with it (and even then it's not fixed, just plastered over, enough to cover the hole), that affects my day to day life, and well, yes, I can be sufficiently unhappy that those reasons alone make me move out.
