water lines

I have been living here for less then six months and my apartment has flooded twice, my roommate's car has been broken into and these are not isolated incidents of either problem. My neighbors have all had problems with the waterlines bursting, it has happened about once a week somewhere in the complex. Auto theft and breakins are a weekly occurance also. The maintenance are nice, however the other office workers don't give a damn about what happens as long as you are locked into a lease. Parking is another issue, there are no assigned spots unless you want to pay $40 a month for a carport, and if you come home after 8 pm good luck, I usually have to park on the opposite side of the complex to find an open spot.
