Best Bang for the Buck in PDX/Vancouver!

I rented a three-bedroom, and have been pleasantly surprised. The neighbors are friendly, there's not a flourishing late-night underworld (safe enough that I feel good about having my kids here).
The grounds are overwatered, but otherwise well-kept by a professional service. Insulation between units is sufficient for noise, and the in-ceiling heat means no trying to figure out how to not start your couch on fire.
A bit of the cheap apartment feel inside, most notably the easily-worn carpeting and mediocre fixtures and finishes. A penthouse it is not, but bring a friend over and let them try to guess the rent.
Staff is friendly and professional.
No dishwashers are present. 3-bedroom units come with enclosed washer/dryer hookups, 1 and 2 bedroom units must use compact washer/dryers or the laundry facilities.
