Pros
Supposedly gated community, even though the small gates are not locked through out the campus.
Supposedly one of the newer apartments in vancouver and the other places we looked at are very scary with a lot of crime rate, car jacking etc.
Friendly management..maintenance people are nice.
Cons:
Very Expensive for this location. You can find better places in portland.
Units are not sound proof, which means you can clearly hear the traffic outside. It bothers me when you are trying to get a quiet sleep.
Insulation is dismal. During winter, the apartments get really really cold.
Bathtub and kitchen sink gets clogged very often because of bad design.

I think the price is actually really good for the location, to get a nice, newer apartment for under $800 seem pretty good for Vancouver. But if you want to live in Portland, yeah, it's cheaper there. It has typical apartment construction with cheap materials and sometimes shoddy workmanship, but I think you'd have a hard time finding an apartment that doesn't. Management?, that's another story...
