Old and shoddy construction and poor management

Years at this apartment: 2002 - 2004
I lived at these apartments for about 2 years.
Pros: The layout, the size of the kitchens, w/d in unit, close to schools. Spa open year round and for a deposit can rent the clubhouse room for parties.
For the 3 bedrooms they do have walk in closets and storage off the patio.
Cons: Insulation is very bad, noise is a problem between apartments and management does take notes of the complaints and then does nothing as long as they pay their rent. Loud teenagers, parties, you can hear everything between apartments, including complaints of being able to smell if someone in another apartment is smoking.
Very bad drafts through doors and windows. Double paned glass windows gets mold, fungus and condensation in between.
Chimneys are not cleaned and checked for safety.
Gutters are not cleaned but once a year of leaves so when it rains, it floods and things get muddy.
Apartment is older and counter tops and cabinets are in need of remodeling and the property owner has no interest in putting money into the place.
Allow large dogs which does a lot of damage to carpets and don't replace pads underneath, just shampoo them. So the smell gets bad in summer.
Maintenance is overloaded with problems and has a hard time responding.
Manager seems to lack people skills or take seriously any complaints and has been seen on the property doing drugs in front of other tenants, which might explain her poor work skills. Nothing personal, but really needs to get cleaned up to tackle a run down apartment complex.
Several tenants have complained of the current manager to the property management company and they choose to ignore them.
They have also had problems with car break in's and has no security or neighborhood watch program. Once they had a security company drive through once a night, which still the complex had 3 break ins that week so they dropped them, no new plan, just stopped bothering with it.
It's really a shame, this place could be a better place to live, but the owner needs to clean house first. The rent is way too high for all these problems.
