Lived here for almost 3 years and seen several changes in management. Quality of life and safety really depends on who the apartment manager is. True that when you leave they try to screw you over by getting you to pay for dusty corners or small stain on carpet... things like that, I don't know of anybody who wasn't charged upon leaving, beware! We saw one friendly manager let go she was near perfect except for being a little forgetful. The current one (2009) is the exact opposite. She'll remind you 2 weeks before your lease expires, that's when you must refer to your rental contract or get cheated on your rental agreement. If it's said 10% increment the manager will try for 20% etc and later apologize for the "mistake" but really all other tenants get tricked too. What's most annoying is she sticks rubbish notes on every door about the same stupid rules like please refrain from doing laundry between x and y hrs, etc, most of them I don't bother reading so do others, often find loose flyers with footprints all over sitting on the ground until the next time the cleaner guys come around to clear them away. There seems to be only ONE resident maintenance guy who tends to procrastinate and is overloaded with assignments he tends to forget earlier requests. New 2009 management made car parking a joke, it's like guests can only park way up front by the clubhouse, previously they could at any unassigned lot. There are way too many speed bumps annoying if you got a car port just by one. Other than management, the board ceilings are paper thin you can hear your neighbors upstairs walking, talking, but you can't hear the next-door neighbors. Large cracks inside apartment was told by management it's common occurrence due to soft soil and sinking land!! Comcast cable and Clear both have weak signals in this area. Other than that nice location and safe neighborhood. Has gas fireplace, washing machine and dryer can't complain, most other apt properties within 10 mile radius don't. If you can put up with the above, really Wy'east isn't that bad a place to live in.

You are beyond right about everything you just posted here. I have experienced much of the same; currently dealing with outrageous move out charges.
