I lived in these apartments for 6 years and kept our home clean with a beautified front. My child was blamed for alot of uncharacterist things s/he didn't do & neighboring witnesses confirm my child didn't do. I was "told" to pay for damages witnessed and done outside by another younger child more than a full year prior; I asked for this demand in writing with the amount; instead she gave us 20-Notice to Quit without any reason why. (Housing Authority confirms 'they don't have to provide a reason for 20-day notices... only evictions.) When I searched for a new home for my family (single-parent), this manager gave bad refferences and told callers that I was 'evicted.' Her husband, the maintenance staff, was witnessed several times watching my home when relatives visited & my children played in the front while I worked. When I asked about this activity, he came right over to tell me they own the place and if he wanted to pitch his tent in my front yard & watch every day, he could! They are partial to --------- and will receive & show to --------- with much cordiality and friendly smiles; this I know from a very close Hispanic friend that rented for a short business term. They visited our Hispanic neighbors and mingled with them like good friends. When I walked out & noticed, the manager immediately ordered her husband with a wave of the hand, "Let's go." I did not get any deposit back, but was charged an extra $165 which was sent within 30-days to collections before I could pay. I was charged $175 EACH for 3 doors. These bedroom & bath doors are very cheap & hollow. One a child's hand went thru' it; another had a quarter size hole from a corner of a dresser & the bathroom door, you could hardly see the closed crack. Yes, you cannot find them at the office on most business hours and you never know who actually own the apartments. If one person (tenant or not) leaves a mess in the laundry room, all tenants will suffer the consequence of the laundry being locked indefinitely. All they care about is 'pay your rent.' If you are late... all the more money for them; but she will use it against you if you're forced to find a new home and callers call her for references. The Owners/Landlords stay uninvolved, nor monitor. Allows for the abusive treatment to fester & gain power. Be Hispanic & you'll fit their Hispanic preference. This is what begats prejudism. If you speak up for any rights or complain... you'll get notice to quit or they'll find the needle in the haystack to evict you. It didn't matter that I was a good & lease-compliant-tenant for 6 years.
