Going downhill fast

When my husband & I relocated to Madison, we thought we found a really great deal at Lincoln Ridge -- relatively new apartments on the west side of town for a very reasonable price. Well, sometimes if something sounds too good to be true, it is!
The construction is shoddy, to say the least. The place does not retain heat in the winter OR cold air in the summer. The HVAC did not reach the bedrooms, so it was always too cold or hot at night. We actually got ICE in our outlets in the winter. Ice! I don't think that's a good thing. The carpets were absolutely filthy when we moved in -- in addition to being stained, they were totally worn out. They should have been replaced after the tenant before us. Everything in the apartment, from the cabinets to the countertops was of the cheapest quality.
I noticed right away that there was a dog in our no-dog building. I could here it barking once in a while. The building we were in was not maintained very well. From afar, the buildings look nice, but up close, you can see that they're starting to be let go -- little things, like grass growing in front of the garage, bad paint jobs, etc. The common areas were FILTHY. This was one of my big annoyances. If people got junk mail they didn't want, they'd throw it on the floor & it'd sit there for days or even weeks. People would regularly leave fast food trash on the stairs or in the doorway & that too would sit there for days or weeks. When phone books would come, not everyone would take them & they would sit for MONTHS on the doorstep. They'd get all bloated from exposure to water -- stuff like this made the complex seem really classy, like, you're SO proud to have people come visit. The "beautiful" grounds mentioned in the previous post are also full of garbage. Two years ago, there was a Christmas tree that someone left at the curb still there in April or May. Used condoms & beer cans in the parking lot. Classy!
Parking is always full of non-residents & cars get broken into regularly.
Management is condescending, rude, and ineffective. They let ANYONE move in to this place -- there was a registered sex offender in our building. Which, you know, it would be nice if they told residents that. I know there were kids in the building as well. I'd be really upset if I was a parent & had a sex offender living next door. We had problems with loud neighbors & were basically told it was our fault for being bothered by it & that we were making it up, because no one else complained. They had loud parties, played video games/tv so loud every night that our apartment shook, but I was told to buy ear plugs. Oh yes, and there are big, loud parties there all the time. If you value peace and quiet, DO NOT move here. They are desperate for residents (we should have known when we first went to the leasing office & they pulled out this, like, 10 page list of vacancies!) & will give you a sweet deal, but it's not worth it.
