Poor staffing, Extra charges, Noisy

Years at this apartment: 2008 - 2009
We have lived at Silverstone for just over a year. Shortly after we signed on for a second year, we encountered problem after problem.
There have been 7 tests of the building wide and apartment fire alarms in the past 6 weeks. These have been annoying for me, as I work from home and have had alarms going off for up to an hour at a time!
Also, our washing machine quit on us. We contacted the maintenance line, the office staff/leasing agent, and the management company office before we got any kind of response. Then a month after the repair was made, we received a bill for the parts and labor. It is not stated in our lease, nor did we receive any notification prior to a bill, that there would be a charge for this routine maintenance request.
The walls are not very sound proof as we can hear neighbors next door and below playing video games, as well as hear two other sets of neighbors' conversations from various rooms.
We do have poor neighbors in our 10 unit building as well. One tenant walks through the hallways smoking, filling the whole place with smoke. Another tenant has a dog (the whole complex is strictly no pets, not even "visiting" pets) that is let out to poop in the courtyard and the poop is never cleaned up. I filed these complaints with the office staff/leasing agent, and nothing has changed.
Finally, we were thrilled with the leasing agent we initially worked with. She left a few months after we moved in. Since that point we have had terrible office staff/leasing agents. The current staff member seems to rarely be in the office during office hours, which is particularly annoying when we are trying to pick up packages left with the staff. At one point it took five days for us to get our package because the staff member decided to leave at 2 p.m. on a Friday afternoon, was not around during the office hours on Saturday, etc.
We have considered trying to sublet the apartment, just to be done dealing with T.R. McKenzie, but do enjoy the size of the apartment for the price, as well as some of the amenities (laundry in-unit, pool, etc.)
