Affordable living -- only few problems

This is a great place to live if you need low rent, and are willing to put up with just a few issues.
1) The places are getting older and are VERY drafty. They definitely need new windows, doors, insulation, and roofs.
2) My utility bill was extremely high.
I do have to say I haven't been able to find such affordable rent for such a big place. You get your own basement w/washer and dryer hookups. However, the area is going downhill fast. I never felt completely safe while living there.
