I have been living at Harbor Pointe for 14 months - I live on the third floor of one of the red brick buildings. Some of the complaints are valid. The carpet in my apartment was new when I moved in, the air conditioners are ancient and on 220V power (ouch on the electric bill). The closets are very spacious..
About parking.. cars were being left in the parking lot and half the 'visitors' cars were probably illegal residents so they had us all change stickers with the start of 2006 with over a months notice and several flyers on our doors and took care of that problem.
The mall is dead but this neighborhood is getting better in my opinion. The place across the street is low income and the demographic reflects that, but I have never been harrassed or made to feel unsafe walking back and forth to the bus stop. Compared to the last aparment I was in (in downtown Milwaukee) this one is very quiet, if you close the windows.
We had to call maintenance a few times about our garbage disposal, but the guy showed up right away and fixed it without any problem. The leasing staff does feel standoffish at times, but they do have work to do after all.
The ugly fence has been removed and they can hardly help that geese stop there with the lake being clearly visible. It is also fair to say that the clubhouse hours are restrictive during the week, for that reason I'm seldom in there except on the weekends.
About the hallways and smells.. If you have smokers in your section you can smell it in the hallway, thats true at most apartments where you don't have a private entrance. When there have been complaints they have hired carpet cleaners to professionally clean. They also use freshener products daily.
The cabinets in the bathroom and kitchen are old, but my apartment was very clean when I moved in so I can deal with dated fixtures. Overall I like harbor pointe obviously since I renewed my lease. Look at your apartment before you sign something and you shouldn't have some of the other posters problems.
