A lot of noise, dog poop and non effective managers

We have lived in several apartments - this has been such a disappointment.
When we moved in - the apartment had not been cleaned.
The neighbor's cigarrette smoke comes right up from the downstairs into our apartment - and they play loud music so late at night.
We had to have the police come and talk to them because the managers did nothing - or at least nothing noticeable.
There is also a problem with people not cleaning up after their dogs.
We had been told it was a nice place to be - it has been terrible.
I'm sad that we are in a lease - we have 9 months to go and I can't wait to move.
Oh - and the AC wall units are very loud.
:( I'm worried about how it is going to be through the winter...

i am also a tenant. lived here for 5 years now. i agree with the dog poop. too bad for us non-dog owners. the poop is ridiculous. as far as the electric bill goes. mine was 178.00 this past month. obsurd. and i only keep 2 of the controls 1/2 way and 1/4 way when i am gone all day long. myself and daughter live here. very high elec. bills. and... they raise the rent every year regardless. very expensive place to live.
