This could have been such a great place to live

As I'm moving out, I think about what this place could have been. I moved in two years ago when the building was just a year old. At that time, people, it was chaos. CHAOS! The elevators never worked and stank like urine, the badly-needed security guards had just been let go, the lobby was constantly a wreck, and best of all, the manager worked approximately four hours a week. Things eventually did get better, but not much.
This building is so bare-bones that it's almost embarassing, three years later, that it still looks like construction is still in progress. You would think, by now, it would be better. It's actually worse. It is incredbly dirty in the common areas and unless you are on the ground floor, there is no air movement at all. LIghting is awful, there is not a single ceiling light in any room but the kitchen area. The hallways are very tenement-style and grim. Outside lighting isn't much better - there used to be majestic spotlights on the face of the building that made it LOOK like a grand place to live, but those burnt out almost two years ago and were NEVER replaced. There were also these "button" accent lights on the roof line that looked pretty cool. Also burnt out and never replaced. The lawn area has never been completed in all this time and is this weird hybrid mix of grass, dirt, and red wood chips. The lawn is also home to piles of garbage 3/4 of the week. I won't even go into the amenity areas STILL listed on the website, let's just say they are major letdowns. (And to think I almost gave up my WAC membership for the "onsite workout room" - which hasn't had functional equipment for over a year.)
By now, this place should be trending up, not trending down, in terms of quality and culture and desirability. It's neighbor is the Harley Museum, for godsakes, the biggest tourist attraction in town this year. But no, it's just kind of hovering around in this downward spiral in terms of standards. IT's sad. The new manager has a big job ahead of him, especially since the previous managers either did NOTHING or were so overwhelmed that they quit.
