We can hear our upstairs neighbor snoring at night because the floors are so thin. We can also hear any step or sound they make which is so annoying. And the staff doesn't care when complaints about the noise are made.

What exactly are you trying to accomplish by complaining? If the neighbors are just creating everyday noise and not trying to be obnoxious what is the management supposed to do? You can't tell someone not to snore because the neighbors don't like it. They will have to get over it or move somewhere else. I'm sure you made some noises that they didn't like hearing either.
