There is nothing else to say. If I ever catch any of the staff touching my car, they will experience great physical pain and mental anguish.

Also, why was I told no dogs allowed when two of my neighbors have them'

Why would anyone touch your car unless you are one of the idiots that doesn't move it when it snow and they have to plow around it. I would suggest you contact the office if your neighbors dogs are disturbing you. They may not be aware.
