This is the most expensive trailer park I've ever lived in. I pay $920 for a 2 bedroom loft (but mgt changes the amount monthly). Granted the building itself is really well restored and I love the Cream City brick in the unit, it's on the Root River marina and a block from L. Michigan...but that's all that's positive about it.
For my rent I have to live with loud neighbors, their trash bags piled in the hall for days (yes, even a week is not uncommon), crowds of guys hanging around the front door at night in the summer, garbage scattered in the hallways and stairs for days, ketchup smeared on the walls, Coke dumped on the elevator floor, a chocolate milk puddle on the same floor. I had underground parking for 2 months before they yanked it.
This is a mixed income property. Rent is based on what you make, the gov't pays the ballance apparently. Because I got very lucky and have a good job I have to pay full market value rent. Fine, I knew I would. What I didn't sign up for what what I described above. Belle Harbor clearly caters to the lowest income level. Alissa the manager treats residents badly and shoved one in anger. She also blames the residents for her laziness. Although these slobs make the mess, if she walked around the building just once a day she would see that same mess or pile of trash bags and have it cleaned up that day. There are a lot of complaints against her the people here have called into corporate. Why she's still working here I'll never know. Minnie is her office person and is a rock star. For all that Alissa is bad, Minnie is outstanding.
Pulled fire alarms at 2am, banging stereo for 4 hours, trashed putting green, adult men off the street playing football with the resident children, very loud kids starting to play outside at 9pm many nights in a row, 2 different residents paying 2 different fees for the same parking lot.
There is a noticable decay of overall condition since I moved in 5 months ago. I should've taken the advice of a full market renter who was moving out the day I was moving in. He had enough and was moving across the street. He warned me about what renters like him have to put up with for the "luxury" of Belle Harbor.

I hear you loud & clear!!!! Esp. on the Alissa comment. Minnie is great, and if not for her I probably would have even considered renewing my lease! Personally I love my unit! It's gorgeous with the brick, high ceilings, and you can't beat the in unit W/D.
But some of the other residents....loitering? Hey they even do it in winter, people smoking in lobby, trashing the place. Loud kids! & Adults!
I'll admit I did know it was a tax credit building, but I've known of others, esp. in Kenosha area that were just fine and you would never know they were so I figured it would be ok. I had no idea however that the govt. paid the balance! I figured it was two rents. Market and below market, which is still not cheap. I mean you could get a decent apartment for that elsewhere -even Keno. Being a single mom I'll admit I just barely squeezed in under the income for market and did qualify for $675 for the 2Bed. It does slightly anger me that others are only required to pay that and then STILL don't and have govt. pay rest! Hate to say it but they are probably the ones who don't appreciate this (what could be) lovely building and are the ones trashing it!

i just have to say that just because you do not make alot of money does not mean that you are trash.Dont be so judgemental just because someone doesnt make as much as you do, if you are so much better than your fellow residents why dont you go and buy a house that way you can have everything that you want in a residence.
